The county boundaries do not match USGS county linework but do edgematch seamlessly with each other. We imported data in Decimal Degrees to maintain the original coordinates. Before further processing, the fuzzy tolerance was set to 0.000000000001. We dissolved the coverage on the items FIPS_CTBL and WATER to remove TIGER roads and streams that split census blocks into multiple polygons. Although most polygonal water features have unique FIPS_CTBL codes, some share their code with a block and therefore cannot be uniquely identified. Remaining extraneous arcs (dangles) were removed by selecting those arcs where LPOLY# was the same as RPOLY#. We detected no slivers after mapjoining and the number of unique census blocks in the final coverage matches the official number from the Census Bureau. We projected the entire statewide coverage into Teale Albers projection. We then dissolved the coverage to the finest block group level, Summary Level 090, defined by the Census Bureau as STATE + COUNTY + COUSUB + PLACE + TRACT + Urban/Rural + BLOCK_GROUP. Block Group attribute data come from the Census Bureau's Summary File 3 (SF3). The particular attributes included in this dataset are a subset of Table DP-1, Profile of General Demographic Characteristics: 2000. Other data tables profiling different characteristics will be made available in the future and will link to the spatial data on the item LOGRECNO in the REGION.SPLIT_BG feature class. Data from the SF3 file joined to the .PAT with no unmatched records. Water polygons (WATER = 1 in the polygon feature table) contain no inhabitants. Therefore, they were not included in the geography of the split block group region and form nodata "holes" in the split block group. The exception is dry lake beds. Dry lake beds are coded by Census as WATER = 1 but AREAWATR = 0. Since these are inhabitable dry land, they were included in the region geography. Although "wet" water polygons have been removed from the geography of a split block_group, AREAWATR is still included in the regions attribute information as it is a field in the SF3 data. Some block boundary arcs are hydrography or road features. We maintained the TLID from TIGER so that the arcs can be linked to the arc feature databases. Because adjacent counties had duplicate county arcs, only one arc was maintained and attributes from the two arcs were merged. The remaining arc was assigned a NEW_TLID (the negative ID of one of the original arcs). This new ID will be relatable to the statewide TIGER Hydro and Roads coverages when those are complete.
